HRB Collaboration in Ireland for Clinical Effectiveness Reviews (HRB-CICER)

Through the National Clinical Effectiveness Committee (NCEC), the Minister for Health mandates clinical guidelines as National Clinical Guidelines for use in public healthcare in Ireland. The goal of the guidelines is to promote healthcare that is current, effective and consistent, ensuring best outcomes for patients and service users. To achieve this, the guidelines must be based on the best available scientific evidence of clinical benefits amd cost-effectiveness and incorporate the budget impact of their implementation.
The CICER team will support the work of the NCEC, the Clinical Effectiveness Unit, Department of Health and the Guideline Developers. It will undertake evidence reviews and provide scientific support for the development of the clinical guidelines. The CICER team will comprise a dedicated multi-disciplinary research team supported by staff from the Health Technology Assessment (HTA) team in HIQA and the Royal College of Surgeons in Ireland as well as national and international clinical and methodological experts. Detailed project plans will be developed in line with objectives and all work will be completed in accordance with agreed quality standards and informed by international best methodological practice. There will be crossover between the CICER team and the teams at HIQA and RCSI to ensure the transfer of skills and that work is done accurately, efficiently and within the agreed timelines. The team will collaborate closely with the guideline developers to ensure that their work can be used to inform evidence-based recommendations. The CICER team will advise the NCEC if it identifies research gaps or new and better ways to collect and assess the evidence, so that processes can be improved. It will provide training to guideline developers to support their needs. The CICER team will publish the evidence generated to promote understanding of the work and raise the profile of CICER and the NCEC.
