Stephane leads work on evidence Informed policy making in the public management and budgeting area. He co-led a multi-country project with the European Commission JRC covering Belgium, Latvia, Estonia, Lithuania, Greece, the Czech Republic and the Netherlands. He also oversaw a comprehensive cross country report of evaluation practices in over 42 countries “Improving governance with Policy Evaluation” in terms of institutionalisation, quality and impact. Stephane has also led thematic work on standards of evidence, Building capacity for Evidence Informed Policy Making. This led to the adoption of the OECD Recommendation on Policy Evaluation in the OECD council in 2022. Stephane has actively engaged with countries, including organising an international workshop on Rigorous Impact Evaluation with the Australian Centre for Evaluation in 2024, conducting a review of the Irish Government Economic Evaluation Service (IGEES) in 2024, and conducting country reviews in this area in countries such as Italy, Mexico and Lithuania. Stephane has also experience in a range of public policy issues. This includes integrating distributional considerations in spending decisions, as well as health and ageing issues. He also coordinated the OECD Public Governance Committee from 2010 until 2018. Stephane also developed work on disaster risk management from 2011 until 2018, leading the development of a portfolio of activities on crisis management, risk communication, national risk assessment, fiscal resilience to natural disasters. Stephane worked on health and ageing at the OECD from 1997 until 2002. Prior to OECD, he started at the French Treasury and conducted applied economics research at CREST INSEE. Stephane is a former alumnus of the Ecole Polytechnique and ENSAE (French National Academy for Statistics and Economics). He is the author of over 50 books/reports and 30 journal articles.
