HRB supports implementation of the European health data space regulation in Ireland
The HRB is collaborating with the Department of Health (DOH), Central Statistics Office (CSO) and the Health Information and Quality Authority (HIQA), on Ireland’s implementation of the European Health Data Space Regulation (EHDS)

EHDS provides a framework for the secure use and sharing of electronic health data across EU Member States. It reinforces people’s control over their health data and facilitates data reuse for public interest, policy support and scientific research.
Commenting on this, HRB Chief Executive Dr Gráinne Gorman said:
“The HRB’s role in Ireland’s operations of the European Health Data Space Regulation aligns perfectly with our commitment to promoting and enabling the use of data to shape health policy, enhance healthcare delivery and drive broader research and innovation initiatives.”
The regulation requires each Member State to establish a Health Data Access Body (HDAB). The DOH has been funded to establish Ireland’s HDAB, as led by its Health Information and Policy Unit in collaboration with the HRB, CSO and HIQA.
Bríd Burke, HRB Project lead and Programme Manager, Health Research Consent Declaration Committee, said:
“The HRB is delighted to lead on work package 5, which aims to develop a nationally and EU-aligned specification for a Data Access Application Management system, also known as DAAMS, to support the operations of Ireland’s HDAB.
“This will inform a nationally aligned IT system that enables Ireland’s HDAB to receive, process and respond to data access applications from researchers and other data users, both within and outside Ireland.”
A stakeholder group has been formed to act as a consultative body on development of the specification for DAAMS.
