EU4Health 2025 work programme
The European Commission has launched the 2025 Work Programme of EU4Health. With a total budget of over €570 million for the year, it will bring together a range of calls under five main strands:
- Crisis preparedness (over €380 million)
- Health promotion & disease prevention (over €70 million)
- Cancer, cardiovascular and other non-communicable diseases (over €60 million)
- Health systems & healthcare workforce (over €71 million)
- Digital (over €39 million)
Two thirds of the 2025 budget is dedicated to crisis preparedness, and call topics under this strand focus on developing innovative medical countermeasures for chemical, biological, radiological and nuclear threats and development of new diagnostic tests.
EU4Health also remains key to Europe’s Beating Cancer plan, and this year’s Work Programme is emphasising the implementation of new cancer screening programmes. EU4Health also reflects the European Union’s goal to advance AI technologies in health, as demonstrated by a sizeable budget to drive AI in both clinical practice and biotech.

Open Calls
The first wave of calls launched earlier this month (see below); however, most calls for action grants will launch towards the end of the month (23 September 2025). Please refer to the tentative calendar for up to date indicative publication dates.

EU4H-2025-HERA-PJ-1: Supporting the development of innovative medical countermeasures for chemical, biological, radiological and nuclear threats (HERA) (€20 million) Deadline 4 December 2025.
- EU4H-2025-HERA-PJ-1a: Medicinal Products (€18 million)
- EU4H-2025-HERA-PJ-1b: Reusable respiratory personal protective equipment (PPE) and protection suits (€1 million)
- EU4H-2025-HERA-PJ-1c: Detection and diagnosis (€1 million)
EU4H-2025-HERA-PJ-2: Development of new diagnostic tests for vector-borne diseases (HERA) (€10 million) Deadline 4 December 2025.
