Lobbying Act

The Regulation of Lobbying Act 2015, as amended (the 2015 Act) provides for the establishment and maintenance of a register of persons who carry on lobbying activities. Lobbyists must report on certain interactions with designated public officials.

Section 6(4) of the Act requires each public body to publish a list of ‘designated public officials’ of the body. The Regulation of Lobbying Act 2015 (Designated Public Officials)

Regulations 2024, (available here), take effect from 1 January 2025. These Regulations provide that individuals performing particular roles in certain public bodies are, with effect from 1 January 2025, deemed to be ‘designated public officials’ for the purposes of the Act.

Under the Regulations the HRB has four designated public officials:

  • Chief Executive Officer, Dr Mairead O’Driscoll
  • Director of Research Strategy and Funding, Dr Teresa Maguire
  • Director of Corporate Operations, Mr Martin Morgan
  • Director of Health Information and Evidence, Dr Hamish Sinclair
