Does your HRB award including funding for posts within the HSE?
Does your HRB award include any funding for posts within the HSE? If so, you are probably aware of the current difficulties in getting approval for Whole Time Equivalents (WTEs) in many HSE settings. The HRB has engaged with the HSE and with the Department of Health and Children (DoHC) since autumn last year to resolve the situation. We now have agreement from the DoHC that they will support a general mechanism to deal with this issue, for posts starting in 2008 or later. To do this, we need your help.
The mechanism includes four steps.
- The HRB determines the type and number of HSE posts per location within the HSE (such as hospital or directorate) that will be funded in a given year.
- This information is submitted to the DoHC, who will support the addition of the corresponding WTEs in their discussions with the Department of Finance (DOF).
- If DOF agrees, the new posts will be added as ring fenced posts to the WTE ceiling.
- The National Employment Monitoring Unit within the HSE will monitor that the posts are not diverted elsewhere, and will remove the WTE when the funding ceases.
It is crucial that the HRB can provide accurate information. This is why we are seeking your help. If your award includes any HSE posts starting in January 2008 or later, please fill in the template and return to us ASAP, but before 10 October. Templates should be sent to RISIU2(at)hrb.ie.
It is important that you return this information even if you have already filled the posts this year or are currently negotiating local solutions. We will continue our engagement with the HSE and the DoHC, and hopefully move beyond the current recruitment difficulties. But remember: if your posts are not on the list, they are not included in the mechanism. We intend to contact you again on an annual basis to feed into the government’s budget estimates process.
